The Bullet

Origin: Born to two absent minded but loving parents he was left near a running microwave for an entire day and the microwave radiation mutated his DNA.  He lived as a normal boy until the age of 12 when a gang in New New York City tried to mug him at laser knife point.  As the leader held the knife towards his throat he raised his arms in self defense and a wall of radiation rose up in front of him and fried the punk.  He lowered his arms to see what happened and a wave of radiation scorched through the alley and smashed the gang members back against the buildings where they perished in the heat.  In fear of retribution from the law for something he didn't know how he did he fled the city and hid in the nearby Flat Mountains.  
There he survived in the wild by catching animals in blasts of radiation and drinking crisp and clear mountain stream water until the age of 16 when an underground rebellion organization called the Moles, who are battling the iron fist of the Earth Union, discovered him in the mountains and recruited him for his talents.  He trained with them and became known as the Bullet for his habit of smashing his own body through buildings and vehicles as a living projectile.  He is their elite hit man who heads all of their sabotage and assassination missions.
Powers and Abilities: He is able to project radiation energy in any direction he wishes without any yet defined limits to the quantity of its power.  He can focus and spread it at will.  By blasting it underneath of him he is capable of simulating flying through radiation propulsion.  He has learned to keep a radiation barrier around him at all times making him practically invulnerable to attack.  No known enemy has ever harmed him.  Extensive physical exertion has made him in excellent physical condition allowing him to run for miles without becoming winded and he has a minor ability to lift large objects with non damaging micro bursts of radiation in his muscles.  He wields a massive war hammer that appears to be made of bronze but it likely has other properties as well.  Used to devastating effect, he has been recorded leveling sky scrapers in a single swing.
Appearance: He is currently 16 years of age and is 5 feet and 8 inches tall.  He weighs a solid 170 pounds, mostly muscle from strenuous physical training, and he lets his almond brown hair grow down to neck length.  He wears an armored suit of scale type mail with radiation resistant components and extremely strong titanium alloy meshed into flexible scales.  It is covered with a brown fabric of damage resistant silk that has been stained brown for camouflage purposes.  He also wears a cape in combat as a way to channel the direction of radiation to create a radioactive wind effect.  It is made of the same style silk but the cape is lined with silver.  His strategy of slamming himself through objects lead him to design a titanium alloy full helm the covers his head and face with its protective layers and it contains a visor with a highly advanced computer interface to allow him to see in the dark and use infrared as well as contact rebellion members using their unique radiation beam short range headsets.  He also designed shoulder guards of the same material and large titanium gauntlets used in the destruction of large objects through his chosen method.

The Mood Ring

Origin: Born to the great great great great great great great great great grand daughter of the Joker, he was raised in a demented home.  At the age of 2 his mother became crazed and threw him into a vat of chemicals used in the creation of the advanced chemical sensing mood rings and his skin was stained through to create a strange reaction where his skin changed colors to match his emotions.  A blood line trait of all of the Joker's descendants is that they were great psychiatrists because they could dissect and manipulate the human psyche.  After his exposure to the chemicals in the factory the Mood Ring was able to control the chemical emotional reactions of others which made him the ultimate psychiatrist by the age of 6.
He amassed a huge fortune as his business grew to include world dignitaries and the monetarily affluent of the world.  With this money he has designed and constructed his own water park the floats on the New Atlantic Ocean.  He also designed and built his own accompanying hotel which floats nearby.  Using his wealth he hired scientists to design a material that was immune to the effects of the sea wearing it down but was also transparent so his guests could enjoy the view of the ocean as they flew threw loop the loops and cork screws on his technologically advanced water slides.  The hotel had a similar design with underwater exhibits for the delight of his guests as well as a likewise created submarine used for tours of the sea floor and coral reefs.  Each room of the hotel had a wall that allowed a view of the ocean, the exhibits, and all of the other optical marvels that were designed, but there were other walls that reflected light like mirrors allowing guests a measure of privacy.  These two sites easily attracted more visitors than any amusement park or hotel in history.
Powers and Abilities: Using his control of the emotions he is able to make anyone in the world that he knows of and is able to locate using satellite image magnification technology feel any emotion he desires including rage, despair, bliss, lust, lethargy, etc etc.  Using this he can affect the outcome of any meeting of peoples and minds in the world and virtually control the running of the planet.  Only a few select people were ever able to resist his influence, and it is unknown what causes their resistance or how long it will last.  This list includes the current Earth Union ruler, Isaac Tsarovsky, and the superheroes the Bullet and Light Year.  Any other immune individuals are not currently known to this research team.  A favorite method he uses to dispose of his opponents noted in security videos is an actual color wheel that he has designed like a slot wheel to randomly select the emotion that he inflicts on his target.
Appearance: He is currently 23 years of age and is 5 feet and 11 inches in height.  His light brown hair is approximately 2 and a half inches in length and is stylishly cropped to one side.  It has never been to seen moving out of position no matter what eccentric activity the young quadrillionaire is participating in.  Years of enjoying the things he created has left him in decent physical condition so he is able to make it from the far end of his water park to his ultimate suite in his hotel in under thirty seconds, which is an impressive feat indeed.  His skin is usually a tan color, although it changes during stressful situations.  He weighs 176 pounds which is mainly finely toned muscle.  When performing his duties as a rather super human he wears an eccentric costume to match his eccentric personality.  It is a very expensive white Italian suit that has been filled with micro circuitry and micro hydraulic pumps powered by the oxygen fuel cells that run on air and are capable of producing a small power plant worth of energy.  The suit allows him to run faster, jump higher, react quicker, and become generally stronger in every physical way.  The surface of the coat is dotted with rotating color wheels the size of a half dollar.  As they spin in alternating directions it has an almost hypnotizing effect.  He also wears a fine white velvet and satin top hat just for style as far as this research team has discovered.  He cuts a dashing figure as he makes his enemies destroy themselves.

Light Year

Origin: Little is known about this man after he experienced the accident, but until that point he was the son of two renowned and successful archeologists who specialized in ancient Asian cultures.  Their adventurous nature lead the family all over the Asian continent where the boy was exposed to the fabulously rich and pathetically poor and wretched.  He learned many ancient and modern languages from his parents including ancient Japanese, Mandarin Chinese, Korean, Cantonese Chinese, Taiwanese, Vietnamese, and several Mongolian dialects.  
At some point when he was 15 the family ventured into the remnants of ancient Japan.  It was only a single small island after the disaster at High Mountain where a massive hydrogen bomb plunged most of the mainland and surrounding islands into the sea almost 300 years ago.  The remaining above water ground was destroyed by toxic fallout and was abandoned.  No one has returned to inhabit the island since then.  The family of Light Year was employed to find the ruins of an old stronghold in the mountains.  They had followed a map they had purchased from a small dilapidated shop in China to its hoped for location.  As they neared the marked spot on the map there was a collapse underground and the young man fell into the ground.  All traces of the hole that allowed him to fall disappeared as mysteriously as it had appeared.  His parents dug desperately but gave up hope of finding him alive so they left him buried there where they believed he had perished.
He did not die there.  Although there is no conclusive evidence it is believed that he fell into the buildings that had been underground for 1000's of years because of frequent earth quakes and mud slides in the area.  These buildings are said to be a ninja family castle and training ground.  Supposedly he survived the fall and was able to explore this underground castle and discover its secrets.  Here he learned the ninja arts of stealth and deception, but the real change came from a long term exposure to various chemicals that had seeped into the rocks of the mountains.  They were left over from the bomb that destroyed Japan, various chemical research accidents reported to have happened near that area, and a strange compound that is not known in modern science.  These mixed to create the being we now call Light Year.
He eventually escaped from that earthly prison and spent several years training and exploring the Japanese mountain island.  Global Monitoring Satellites picked up strange anomalies in the time continuity of that location and research teams investigated it.  They found Light Year and quickly realized he had a unique ability when all of the weapons they carried were slashed to pieces in their hands faster than any of the expitionary soldiers could even blink.  Now Light Year is employed by the world government, our beloved Earth Union, as the personal body guard of Supreme Ruler Tsarovsky.
Powers and Abilities: He received the name Light Year because his mind and body are capable of operating at the speed equal to the distance light travels in a year except in an instant.  He is the fastest known thing in the universe.  This coupled with whatever training he went through on Japan has made him the deadliest weapon the Earth Union has to threaten its allies and destroy its enemies.  His combat prowess is evidenced by this example; a mega city once called Petropolis refused to pay the dues on their resources and public services, then declared itself to be an independent state.  In response to this Tsarovsky said to the empty air in his office that these people must learn a hard lesson and they shall be an example of what happens when I am disobeyed.  Go on my command.  He then set the wall screen to a satellite view which revealed all life forms in Petropolis.  He said go, and then all human life forms in Petropolis vanished.  All that was left were blood stains in a few remote areas and a single body was tied to a sign outside that welcomed all visitors to paradise.  The body was observed by medical professionals and they determined that there were exactly 1,000,000 small cuts on the body made by a blade of something hard enough to cut bone like an ion laser through gelatin.
Appearance: A single photograph reveals all we know about the appearance of this man.  A shadowy figure behind the Supreme Ruler is somewhat blurred but visible.  It is all black with what appears to be a red visor across the eyes and some kind of cloth tail trailing from behind the head.  Nothing else is known about him, but his age is estimated to be between 25-30 years judging from family reports and diaries that we retrieved after his parents mysteriously disappeared.  His skin has never been seen or at least has never been reported as I doubt anyone who has actually laid eyes on him is still living.
